摘　　要：县级矿产资源规划旨在通过科学规划与统筹布局实现矿产资源的可持续利用,协调资源开发与生态保护之间的关系,为县域经济高质量发展提供基础支撑与决策依据。结合“十三五”规划期间河南省、郑州市、登封市矿产资源规划的执行情况和存在的问题,以及全国先进地区矿产资源规划经验,本文全面梳理了登封市矿产资源的基本情况、定位和特点,分析了“十四五”规划期间,登封市矿产资源的供需状况,并提出了县级矿产资源规划坚持高效利用、优化布局、保护优先、绿色发展、紧跟市场需求等具体实施建议,为县级自然资源管理部门编制第四轮矿产资源规划提供重要参考。County-level mineral resource planning aims to achieve sustainable utilization of mineral resources through scientific planning and coordinated spatial arrangements,harmonize the relationship between resource exploitation and ecological conservation,and provide foundational support and decision-making references for high-quality economic development in county regions.It combines the implementation status of mineral resource planning in Henan province.Zhengzhou city and Dengfeng city during the"13th Five-Year Plan"period.along with the issues present and the experiences of advanced regions in mineral resource planning nationwide.It thoroughly reviews the basic situation,positioning,and characteristics of mineral resources in Dengfeng city,analyzes the supply and demand situation of mineral resources in Dengfeng city during the"14th Five-Year Plan"period,and puts forward specific implementation suggestions for county-level mineral resource planning,emphasizing efficient utilization,optimized layout,priority protection,green development,and responsiveness to market demands.This serves as a crucial reference for county-level natural resource departments in drafting the fourth round of mineral resource planning.
