摘  要:在城市化的高速发展进程中,城市经济增长与资源环境矛盾日渐加剧,“绿色高质量发展”是城市转型的必由之路。本文通过分析绿色矿业、绿色城市等发展历程,总结了绿色矿业城市的概念及发展理念。绿色矿业城市评价指标体系能够反映绿色矿业城市发展潜力及存在的问题,选择评价指标及指标权重的设置是开展绿色矿业城市评价的首要科学问题。对此,本文提出绿色矿业城市建设RECG评价指标体系,从矿产资源可持续能力、矿业产业经济贡献度、产业链竞争力、城市绿色发展水平4个维度构建了23个三级指标,并以郴州市为例,通过AHP-EMTOPSIS法进行评价。研究表明,2015—2020年,郴州市矿产资源可持续能力有所下降,资源型产业经济贡献度较为稳定,产业竞争力有一定提升,城市绿色发展水平好转,绿色矿业城市发展水平总体呈上升趋势,绿色矿业城市发展水平不断向好。本研究对我国矿业城市向绿色高质量发展转型具有一定的借鉴意义。In the process of rapid urbanization,the contradiction between urban economic growth and the resource-environment is intensifying day by day."Green high-quality development"is the inevitable path for urban transformation.This paper summarizes the concept and development philosophy of green mining cities through the development processes of green mining and green cities.The evaluation index system for green mining cities can reflect the development potential and existing problems of green mining cities.Selecting evaluation indicators and setting their weights is the primary scientific issue in conducting the evaluation of green mining cities.In response to this,this paper proposes the RECG evaluation index system for the construction of green mining cities.It constructs 23 third-level indicators from four dimensions:the sustainable capacity of mineral resources,the economic contribution of the mining industry,industrial competitiveness,and the level of urban green development.Taking Chenzhou City as an example,the evaluation is carried out through the AHP-EM-TOPSIS method.From the evaluation results,from 2015 to 2020,the sustainable capacity of mineral resources in Chenzhou City declined to some extent.The economic contribution of the resource-based industry was relatively stable,industrial competitiveness increased to a certain degree,and the level of urban green development improved.Overall,the development level of the green mining city showed an upward trend,and the development of the green mining city continued to improve.This research has certain reference significance for the transformation of mining cities in China towards green high-quality development.
