摘 要:本文采用规律倒推、历史统计和交叉印证的方法,研究了重大创新思想种子发生期规律,认为重大创新思想种子发生期主要集中在人才20~30岁期间,其中最高峰值出现在23岁左右,次高峰值出现在25岁左右。同时,本文探讨了重大创新思想种子发生期规律的政策意义,提出把科技创新人才特别是战略科技人才培养的重心,前移到本科和研究生阶段,甚至下沉到中小学阶段;建议设立未来人才储备计划和面向未来的教育体系。Using historical statistics,pattern retrodiction,and cross-verification methods,the author investigates the patterns of the incubation period of major innovative ideas.It is concluded that the incubation period of major innovative ideas primarily concentrates in the decade between the ages of 20 and 30,with the peak occurring around the age of 23 and a secondary peak around the age of 25.The policy implications of these patterns are also explored,with the proposal to shift the focus of cultivating scientific and technological innovation talents,especially strategic science and technology talents,to the undergraduate and graduate stages,and even to the primary and secondary school levels.The author suggests establishing a future talent reserve program and a future-oriented education system.
