摘  要:高层次人才是未来产业的关键赋能因素。美、英、德、法、澳、韩等国对高层次人才培养和引进进行了布局,主要政策措施包括:以未来人才为目标设立新型教育机构、瞄准企业需求培养高层次产业博士、以“竞赛制”鼓励青年人创业、为初创失败者提供再创业支持、改革签证制度吸引高潜力创新创业人才。本文提出我国政府应在高等教育阶段、创意人才创业阶段及引进人才签证环节提供支持的建议。High level talents are key enabling factors for future industries.The governments of countries such as the United States,Britain,Germany,France,Australia,and South Korea have deployed to cultivate and introduce high-level talents.The main policies include:setting up new educational institutions for future talents;Tailoring high-level industry doctors for enterprises;Encouraging entrepreneurship through competition for young people;Providing a re-startup support for startup-losers;Reforming the visa policy to attract high potential innovative and entrepreneurial talents.The paper suggests that the Chinese government should provide necessary supports in the stage of higher education,entrepreneurship and visas.
