摘　　要：建设香港国际创新科技中心是充分发挥“一国两制”制度优势的重要实践,也是推动解决中国香港高质量发展的重要手段。与世界科技创新中心相比,中国香港基础研究优势突出,但面临着科技创新产出竞争力不强、科技创新体系不完善、社会层面动力不足、区域创新协同难度较大等挑战。研究认为,应借鉴世界科技创新中心发展经验,增强“政府力”、设立锚机构、构建强网络、优化新生态,加快推进香港国际创新科技中心建设。The construction of the Hong Kong International Innovation and Technology Centre is an important practice to give full play to the advantages of the“One Country,Two Systems”,and a key way to promote the high-quality development of Hong Kong China.Compared with the Global Science and Technology Innovation Center,Hong Kong China has a prominent advantage in basic research,however,there are challenges of weak competitiveness of STI output,imperfect STI system,lack of social motivation,and difficulties in regional innovation synergy.In order to accelerate the construction of Hong Kong International Innovation and Technology Centre,Hong Kong should focus on four factors,the ablity of government,the anchor institutions,the STI network,and the STI ecology.
