摘 要:随着我国进入高等教育普及化阶段,高校毕业生规模持续增加,高校毕业生的就业问题日趋凸显,亟待破解。基于国家、地方政府出台的高校毕业生就业政策文本,采用NVivo12进行质性分析,构建了“调内部结构-促供需匹配-重外部保障”三位一体式的高校毕业生就业政策模型。通过对模型深入分析发现,当前我国的高校毕业生就业政策在就业见习制度建设、离校后的跟踪服务、毕业生的就业权益保障、就业政策部署与执行等方面存在不足。建议进一步健全体系化的教育见习培养机制,完善一体化的毕业生就业服务平台,构建有针对性的就业权益保障体系,激发地方就业政策的创新能动性。As China enters the stage of popularization of higher education,the scale of college graduates continues to increase,and the employment problem of college graduates becomes more and more prominentand need to be cracked.Based on the employment policies for college graduates issued by national and local governments,this paper adopts NVivo12 to carry out qualitative analysis,and constructs a three-in-one employment policy model for college graduates,which is"adjusting the internal structure,promoting the matching of supply and demand,and emphasizing the external guarantee".Through the in-depth analysis of the model,it is found that the current employment policy of college graduates has deficiencies in the construction of employment probation system,post-departure tracking service,protection of employment rights and interests of graduates,employment policy deployment and implementation.It is suggested to further improve the systematic education probation training mechanism,improve the integrated graduate employment service platform,construct a targeted employment rights and interests protection system,and stimulate the innovation initiative of local employment policies.
