地方本科高校专业动态调整政策执行的量化评价研究

摘　　要：实现地方本科高校专业动态调整机制的建立健全离不开政策的供给。在国家政策的指导与推动下,地方政府颁布了一系列的政策,旨在全面推动地方本科高校专业动态调整机制的建立健全。基于12项地方本科高校专业动态调整政策,进一步构建了地方本科高校专业动态调整政策的PMC指数模型,并通过对12项政策文本进行实证分析。研究发现:当前地方本科高校专业动态调整政策呈现出规范与发展、贯彻与落实的态势,其中,政策整体设计较为合理,但政策执行仍存在一定的提升空间。基于此,研究建议丰富相关政策的监测、描述、评价等的性质、增加政策长期时效与政策微观视角、形成对参与主体的持续激励以及明确政策主体的权责利,进一步推动地方本科高校专业动态调整工作的开展。The establishment and improvement of the dynamic adjustment mechanism in local undergraduate colleges and universities cannot be separated from policy support.Under the guidance and promotion of national policies,local governments have also promulgated a series of policies aimed at comprehensively promoting the establishment and improvement of the dynamic adjustment mechanism in local undergraduate colleges and universities.Based on the dynamic adjustment policies of 12 local undergraduate colleges,this paper further constructs the PMC index model for evaluating these policies and conducts an empirical analysis of the 12 policy texts.It is found that the current dynamic adjustment policies of local undergraduate colleges and universities show a trend of standardization,development,implementation,and enforcement.While the overall design of the policies is rational,there is still room for improvement in policy implementation.Based on these findings,the study suggests enriching the monitoring,description,and evaluation of relevant policies,enhancing the long-term effectiveness and micro-perspective of policies,creating continuous incentives for participants,and clarifying the rights and responsibilities of policy subjects.These measures are expected to further promote the development of dynamic adjustment of majors in local undergraduate universities.
