摘　　要：虚假投保、虚假理赔(以下简称“两虚问题”)不仅影响政策性农业保险的作用发挥和财政资金的使用效率,还会降低农户参与农业保险的获得感,抑制我国政策性农险的可持续发展,对保险行业形象产生负面影响。2024中央一号文件对农业保险工作做出重大部署,提出“精准投保理赔”,显示该问题亟待解决。由于此类问题具有隐蔽性,且监管力量有限,解决此问题需提升监管精准性。本文聚焦政策性农险中的两虚问题,构建了基于“3S”技术的农险监管技术框架,并运用2023年N省政策性农险保单地块数据、Sentinel-2卫星遥感数据和EORC全球降雨量数据,针对两虚问题的精准监管方案进行了深度案例分析。研究结果表明,种植区域与非种植区域、受灾区域与非受灾区域的卫星遥感光谱特征差异明显,“3S”技术能够有效赋能政策性农险监督管理工作。建议政府监管部门积极探索“3S”技术与管理科学技术的交叉融合,对两虚问题实施精准监管。The issues of fraudulent insurance enrollment and claims(referred to as the"two fraud issues")not only undermine the effectiveness of policy-based agricultural insurance and fiscal efficiency but also reduce farmers'sense of benefit and hinder the sustainable development of agricultural insurance in China,damaging the insurance industry's reputation.The 2024 China Central Document No.1 emphasizes"precise insurance enrollment and claims,"highlighting the urgency of addressing these problems.Given their covert nature and limited regulatory capacity,enhancing the precision of regulation is essential.This paper constructs a regulatory framework for policy-based agricultural insurance based on"3S"technologies and applies 2023 policy-based insurance data from Province N,Sentinel-2 satellite data,and EORC global rainfall data for a detailed case study.Results show clear spectral differences in satellite imagery between planting and non-planting areas,as well as disaster-affected and unaffected zones."3S"technologies can effectively support the supervision of agricultural insurance.The paper recommends exploring the integration of"3S"technologies with management science for precise regulation of the"two fraud issues."
