摘　　要：基层传播研究以20世纪中国革命和社会主义建设中形成的基层治理为基础,旨在探究传播参与基层实践的中国经验。基层传播研究不仅考察信息扩散到基层的过程,而且反思媒介在基层空间中发挥的社会功能。20世纪中国长期处于落后和欠发达状态,需要通过革命和改革的方式完成现代化转型,基层传播在基层社会的改造和动员中发挥着重要作用。相比社区传播,基层传播有几个鲜明特征:一是基层传播依靠政党和行政力量来组织,是一种特殊的组织传播;二是基层传播的功能不仅是信息传递,更重要的是借助基层媒介完成群众动员;三是基层传播高度参与基层发展和社会建设,是一种中国式的“发展传播学”。本文从媒介形态和组织机制的角度总结基层传播的中国经验。People communication mainly studies the communication behavior in the grass-roots space.It is based on the people governance formed in the Chinese revolution and construction in the 20th century,and explores the Chinese experience of communication participation in people practice.People communication not only examines the process of information diffusion to the grassroots,but also reflects on the social function of the media in the grassroots space.In the 20th century,China was in a backward and underdeveloped state for a long time,and needed to complete the modernization transformation through revolution and reform.People communication played an important role in the transformation and mobilization of people society.Compared with community communication,people communication has several distinct characteristics.First,people communication relies on political parties and administration to organize,which is a special organizational communication;Second,the function of people communication is not only to transmit information,but also to mobilize the masses with the help of people media;Third,people communication is highly involved in people development and social construction,which is a Chinese style“development communication”.This paper summarizes the Chinese experience of people communication from the perspective of media form and organizational mechanism.
