数字赋能村级小微权力监督的机制与优化路径——基于浙江省N县“监督一点通”的考察

摘　　要：村级小微权力的良性运行是实现乡村治理有效的重要基础,数字化监督机制有效保障了村级小微权力运行的规范性。文章通过从促进监督信息公开、提升监督制度刚性、扩充监督参与渠道、协同监督系统主体等角度阐述数字技术赋能基层公权力监督的作用机制,分析目前村级小微权力数字化监督平台存在的安全性、低效化、内卷化和脱节化等风险挑战,并相应地提出完善平台建设、整合多元主体、优化考核体系、构建长效机制等策略,全面助力数字技术提升村级小微权力的监督效能,进一步促进数字乡村发展,推动实现乡村治理有效。The benign operation of village-level micro-powers is an important foundation for achieving effective rural governance.The digital supervision mechanism effectively guarantees the standardization of the operation of village-level micro-powers.By promoting the disclosure of supervision information,enhancing the rigidity of supervision systems,expanding supervision participation channels,and coordinating the main body of the supervision system,this paper expounds on the mechanism of digital technology empowering grassroots public power supervision.It analyzes the current risks and challenges of village-level micro-power digital supervision platforms,such as security,inefficiency,involution,and disconnection.It proposes corresponding optimization strategies to improve platform construction,integrate multiple subjects,improve the evaluation system,and build long-term mechanisms.It comprehensively helps digital technology to enhance the supervision efficiency of village-level micro-powers,further promotes the development of digital rural areas,and promotes the effective governance of rural areas.
