依法治校视域下高校提高应急采购效率的探索

摘　　要：高校应急采购是保障高校在紧急状况下能够正常有序运行和确保师生生命健康安全的重要举措,针对当前高校应急采购工作中面临法律法规不完善、采购渠道不畅、应急采购效率不高、采购队伍专业化程度不够等问题,文章提出了在依法治校的视域下,通过健全组织机构、完善相关制度规范文件、加强培训、提升采购人员采购能力、开展线上采购、梳理应急采购目录、丰富应急物资获取方式等对策措施来提高应急采购效率。Emergency procurement in colleges and universities is crucial for ensuring their normal and orderly operation,as well as safeguarding the life and health safety of teachers and students during emergencies.In response to the current issues faced in colleges and universities emergency procurement,such as inadequate laws and regulations,ineffective procurement channels,low efficiency of emergency procurement,and insufficient professionalization of the procurement team.the article proposes,from the perspective of governing the universities according to the law,several countermeasures to enhance the efficiency of emergency procurement.These measures include improving the organizational structure,refining relevant systems to standard documents,strengthening the training,enhancing the procurement ability of personnel,carrying out online procurement,sorting out the emergency procurement catalogue,and enriching the way of obtaining emergency supplies.
