环保部门垂直管理改革的减污降碳协同效应

摘　　要：协同推进减污降碳是中国实现生态环境多目标协同治理和经济社会发展全面绿色转型的必然要求。本文基于2014—2019年区县级面板数据,以2016年中国省以下环保部门垂直管理改革政策为准自然实验,采用双重差分法实证检验了环保部门垂直管理改革对减污降碳的影响及作用机制。研究结果显示:环保部门垂直管理改革能够实现减污降碳协同效应。环保部门垂直管理改革的减污降碳协同效应在经济发展水平低、环保重视程度低的地区更明显;环保部门垂直管理改革通过增加企业环境治理投入和提升环境规制执行力度实现减污降碳协同效应;环保部门垂直管理改革能够促进试点地区的绿色转型,但降低了重污染行业企业的全要素生产率,挤出了重污染行业企业的研发支出。本文从多目标协同治理角度出发,验证了环保部门垂直管理改革的治理成效,为基层环境治理提供了经验证据。Since the 18th National Congress of the Communist Party of China(CPC),China has made significant improvement in environmental quality,and a continuous decline in total carbon emissions and carbon intensity.Coordinated promotion of pollution reduction and carbon reduction has become an inevitable choice for the comprehensive green transformation of China’s economic and social development,which requires an efficient environmental management system.Based on the panel data of districts/counties from 2014 to 2019,this paper takes the policy of direct management reform of environmental protection departments below the provincial level in 2016 as a quasi‐natural experiment and empirically examines the impact and mechanism of vertical management reform on pollution reduction and carbon reduction by difference‐in‐differences(DID)method.The results show that vertical management reform can achieve the synergistic effect of pollution reduction and carbon reduction.The synergistic effect of vertical management reform on pollution reduction and carbon reduction is more obvious in areas with low economic development and low government attention to environmental protection.The vertical management reform has achieved the synergistic effect of pollution reduction and carbon reduction by increasing investment in environmental governance and improving the implementation of environmental regulations.The vertical management reform promotes the green transformation and development of the pilot areas,but reduces the total factor productivity(TFP)of enterprises in heavily polluting industries and squeezes out the R&D expenditure of enterprises in heavily polluting industries.The possible marginal contributions of this paper lie in the following aspects.First,this paper analyzes the impact of vertical management reform on the synergistic effect of pollution reduction and carbon reduction and enriches research on the environmental governance effect of vertical management reform of environmental protection departments.Second,this pa
