高品质住宅开发建设实践与思考——以山东省淄博市推动高品质住宅建设为例

摘　　要：安居是幸福的基点。“好房子”是人民群众的新期待,也是推动好小区、好社区、好城区建设的基础。什么是“好房子”、如何建造“好房子”、怎样引导房地产开发企业盖“好房子”,已成为当下及未来全行业需要回答的重要命题。从住房和城乡建设部科技与产业化发展中心开展《住宅性能评定标准》(GB/T50362)推广应用的技术服务实践和在各地调研的情况来看,山东省淄博市走出了一条政府引导支持、企业积极参与、群众得益受惠的高品质住宅建设路子,取得了良好的经济效益和社会效益。本文将介绍淄博市的有关经验做法,并从加强政策扶持、引导技术创新、重视市场评价和加强宣传引导等方面提出高品质住宅开发建设的建议。Living Comfortable home lays the foundation of happiness."Better Housing"represents the new expectation of the people,and it is also the basis for promoting the construction of better neighborhoods,better communities and better urban areas.What constitutes"Better Housing",how to build a"Better Housing",and how to guide the real estate development enterprises to construct"Better Housing",have become important propositions that the whole industry needs to answer both at present and in the future.Judging from the technical service practices of promoting and applying the Standard for Performance Assessment of Residential Buildings(GB/T50362)carried out by the Center of Science and Technology&Industrialization Development of the Ministry of Housing and Urban-Rural Development,as well as the investigations conducted in various places,Zibo City of Shandong Province has blazed a trail in the construction of high-quality housing,which features government guidance and support,active participation of enterprises,and benefits for the masses,which has achieved good economic benefits and social benefits.This paper introduces the relevant experience and practices of Zibo City,and put forward suggestions on the development and construction of high-quality housing from the aspects of strengthening policy support,guiding technological innovation,attaching importance to market evaluation,and enhancing publicity and guidance.
