摘　　要：饲草产业对畜牧业、生态环境和农民收入具有重要意义。饲草产业需要提高饲草品质、推进种植规模化、加强加工技术研发并与畜牧业融合发展,同时,需保护和开发饲草资源,促进可持续发展。根据内蒙古鄂尔多斯市资源丰富、自然条件和产业基础,提出围绕“三园三基地”六大亿元产业一个新农村(“三三六一”规划)的农牧业强旗发展战略目标,根据各区域的优势发展具有特色的农牧业产业。实现“稳粮优经扩饲”和“稳羊增牛扩猪禽”的发展战略目标,持续优化种养结构,将农业占比降低,畜牧业占比提高,饲草占比提高,全面构建起种养平衡的完整生产系统。The forage industry plays a significant role in animal husbandry,ecological environment protection,and farmers’income.To enhance the forage industry,it is essential to improve forage quality,promote large-scale cultivation,strengthen research and development in processing technologies,and integrate with the livestock industry.Additionally,the protection and development of forage resources are crucial for sustainable development.Based on the resource endowment,natural conditions,and industrial foundation of Ordos City in Inner Mongolia,a strategic development goal had been proposed to build a strong agricultural and pastoral banner centered on the"Three Gardens,Three Bases,Six Billion-Yuan Industries,and One New Rural Area"(the"3361"Plan).This plan aimed to develop distinctive agricultural and pastoral industries according to the advantages of each region.The strategic objectives of"stabilizing grain production,optimizing economic crops,and expanding forage cultivation"as well as"stabilizing sheep,increasing cattle,and expanding pig and poultry production"would be implemented.This will continuously optimize the planting and breeding structure,reduce the proportion of agriculture,increase the proportion of animal husbandry and forage production,and comprehensively establish a balanced planting and breeding production system.
