空间生产视角下城市旧工业区的更新机制与路径--基于“权力—资本—社会”框架的分析

摘　　要：随着我国城市建设由增量扩展进入存量提质的新阶段,如何推进城市旧工业区有机更新成为实现城市旧工业区高质量发展的迫切需要。该文基于空间生产理论视角构建“权力—资本—社会”分析框架,采用文献分析、实地调查和质性研究等方法,分析西安际华3511厂的发展过程与空间更新特征,揭示城市旧工业区更新发展机制和可持续更新路径。结果表明:①西安际华3511厂经历了政府主导下的起步积累期、国有资本主导下的辉煌期和多元主体作用下的转型期3个阶段;②西安际华3511厂更新发展表现为物质空间的延续与发展、精神空间的传承与创新、社会空间的解体与重构,其更新是权力外部推动机制、资本直接作用机制和社会内部触发机制共同作用的结果;③盘活存量土地资源、打造各具特色的社区商业和注入创新内核、培育多元业态以及推动公众参与和多元共治等是实现城市旧工业区可持续更新的关键。研究成果可深化对城市旧工业区更新规律与机制的理解,为城市旧工业区可持续更新与高质量发展提供实践启示。With the China′s urban construction from spatial expansion into a new stage of stock improvement,how to promote the organic renewal of urban old industrial districts has become an urgent need to realize the high-quality development of urban old industrial districts.From the perspective of spatial production,this paper constructs the analytical framework of"power-capital-society",and takes Xi′an Jihua 3511 Factory as the research object to analyze its development process and spatial renewal characteristics,reveal its renewal and development mechanism,and summarize the sustainable renewal path of urban old industrial districts by using the methods of literature analysis,field investigation and qualitative research.It is found as follows.①The renewal of Xi′an Jihua 3511 Factory has experienced three stages:initial accumulation under the government management,prosperity under the state-owned capital,and transformation under the role of multiple subjects.②The renewal of Xi′an Jihua 3511 Factory is manifested as the continuation and development of material space,the inheritance and innovation of spiritual space,and the disintegration and reconstruction of social space.The renewal and development of Xi′an Jihua 3511 Factory is the result of the joint action of the external push mechanism of power,the direct action mechanism of capital and the internal trigger mechanism of society.③Activating the stock of land resources,creating distinctive community businesses,injecting innovative kernels,cultivating diversified business forms,and promoting public participation in multi-dimensional common governance are the keys to realizing the sustainable renewal of urban old industrial districts.The study can deepen the understanding of the renewal rules and mechanisms of urban old industrial districts,and provide practical implications for the sustainable renewal and high-quality development of urban old industrial districts.
