中国式现代化视域下办好经济特区的逻辑理路与实践进路

摘　　要：“经济特区与中国式现代化”是一个具有紧密关联的重大时代论题。四十多年来,深圳等经济特区在我国现代化建设中起着重要“窗口”作用。从出口特区到经济特区,从一市探索到多地实践,从一市的一小部分地区到特区的范围扩大至全市,经济特区的辐射力、带动力、助推力逐渐从东南沿海拓展至西北内陆。经济特区姓“社”而不姓“资”、在特区建设上“是放不是收”、充分发挥好“试验田”和“窗口”作用、始终坚持走共同富裕道路、坚决贯彻落实新发展理念,是改革开放四十多年来我国兴办经济特区的成功经验和重要启示。新时代新征程,把经济特区制度优势更好转化为治理效能具有高度现实性和可行性。其具体路径包括:以党建为引领,激励党员干部担当奉献;以深圳为标杆,发挥先行示范带动效应;以人民为中心,凝聚干事创业磅礴力量;以法治为准绳,理清政府和市场的边界;以生态为屏障,赋予可持续发展新动能。The relationship between“Special Economic Zones(SEZs)and Chinese-Style Modernization”is a significant and closely linked contemporary topic.Over the past four decades,SEZs such as Shenzhen have played a crucial role as“important windows”in China’s modernization process.From export zones to SEZs,from pilot projects in one city to broader implementation in multiple regions,from initially covering a small part of a city to expanding throughout the entire city,the influence,driving force,and impetus of SEZs have gradually expanded from the southeastern coastal areas to the northwestern inland regions.The successful experiences and important insights gained from the establishment of SEZs over the past four decades of reform and opening-up include:reaffirming that SEZs are socialistic and not capitalist,adopting a liberal approach in SEZ construction rather than tightening control,fully leveraging the roles of SEZs as“pilot zones”and“windows,”steadfastly pursuing the path of shared prosperity,and firmly implementing the new development philosophy.In the new era and on the new journey,converting the institutional advantages of SEZs into governance effectiveness has high practicality and feasibility.Specific pathways include:inspiring the spirit of dedication and contribution among the Party members and officials under the guidance of party construction;using Shenzhen as a benchmark to leverage its pioneering and exemplary effects;placing people's interest at the center to mobilize various forces for innovation and entrepreneurship;adhering to the rule of law to clarify the boundaries between government and market;and prioritizing ecology to endow sustainable development with new momentum.
