社会组织对公共服务供给水平的影响研究——基于2008—2019年中国31个省市面板数据的实证分析

摘　　要：在政府职能转变和简政放权的政策背景下,社会组织成了公共服务供给的重要主体之一,在公共服务领域日益发挥积极作用。研究使用2008—2019年中国31个省市面板数据,采用双向固定效应模型,实证探究了社会组织对公共服务供给水平的影响及其异质性特征,并进一步检验了政府治理效率对社会组织与公共服务供给水平关系的调节效应和门槛效应。研究发现:社会组织的发展对公共服务供给水平提高具有显著的正向影响,在经过一系列稳健性检验后,该结论仍然能够成立;在不同的空间地理位置和经济发展水平下社会组织对公共服务供给水平的影响存在异质性;政府治理效率对社会组织提高公共服务供给水平具有强化的调节效应,以及门槛模型的实证研究发现当政府治理效率跨越门槛值后,社会组织对公共服务供给水平的提升效果更加显著。Under the policy background of government function transformation,administrative simplification and power delegation,social organizations have become key entities in the provision of public services,increasingly playing a positive role in the public service sector.This research uses panel data from 31 provinces in China from 2008 to 2019 and employs a two-way fixed effects model to empirically investigate the impact of social organizations on the quality of public service provision and its heterogeneous characteristics.The study further examines the moderating and threshold effects of government governance efficiency on the relationship between social organizations and the quality of public service provision.The findings reveal that the development of social organizations has a significant positive impact on improving the quality of public service provision.This conclusion remains valid after a series of robustness tests.The impact of social organizations on public service provision qualities varies across different geographical locations and levels of economic development.Government governance efficiency has a reinforcing moderating effect on social organizations regarding the enhancing of public service provision qualities.Additionally,the empirical study of the threshold model indicates that the positive impact of social organizations on public service provision qualities becomes more pronounced when government governance efficiency exceeds a certain threshold.
