New Quality Productivity to Promote the Sustainable Development of Ice and Snow Industry:Logical Rationale,Practical Dilemma and Promotion Strategy

摘　　要：采用文献资料、逻辑分析等研究方法,分析新质生产力推进冰雪产业可持续发展的内涵、逻辑理路和现实困境,并提出推进策略。研究认为,新质生产力推进冰雪产业可持续发展强调以技术革命性突破、生产要素创新性配置、产业深度转型升级推进冰雪产业资源链绿色化、技术链智能化和文化链创新化;但目前仍面临冰雪地区基础设施滞后导致技术与资源融合难度高、转型成本高昂导致冰雪企业技术升级动力不足、高素质复合型人才缺乏制约产业创新活力、数据要素未充分挖掘限制技术协同等现实困境。基于此,提出推进策略:完善冰雪地区基础设施建设与延长产业发展周期,提升技术融合效率;制定转型激励政策与构建融资创新模式,缩短技术投资回报周期;优化人才培养体系与丰富人才就业渠道,激发产业技术升级活力;挖掘产业数据价值与加强产业数据监管,畅通冰雪产业数据堵点。Using literature,logical analysis and other research methods,we analyze the connotation,internal logic and realistic dilemma of the new quality productivity to promote the sustainable development of the ice and snow industry,and put forward corresponding promotion strategies.In the case of the sustainable development of ice and snow industry,the new quality productivity emphasizes the revolutionary breakthrough in technology,innovative allocation of production factors,and in-depth transformation and upgrading of industry to promote the development of the green resource chain,the intelligent technology chain and the innovative culture chain of the ice and snow industry.However,at present,we are still facing the difficulty of integrating technology and resources due to the poor infrastructure of ice and snow area,the high transformation cost resulting in the lack of motivation for the technological upgrading of the ice and snow enterprises,the lack of high-quality talents restricting the vitality if industrial innovation,the underutilized data limiting the synergy of technology and other practical difficulties.Based on this,the promotion strategy is proposed:Improve the infrastructure construction of ice and snow region and extend the industrial development cycle to enhance the efficiency of technology integration;formulate incentive policy model and build financing model innovation to shorten the technology investment return cycle;optimize the talent training system and enrich the employment channels of talents to stimulate the vitality of the industrial technology upgrading;tap the value of the industrial data elements and strengthen the regulation of the data to smooth out the data blockage of the ice and snow industry.
