摘　　要：把握档案强国的内涵实质是推进档案强国建设的逻辑起点和前提。档案强国之“强”,需从局部性与整体性、内向性与外向性两个维度进行辩证理解:其既包括档案强国建设自身发展的阶段性高度,也包括档案强国在推进社会主义现代化强国建设中的价值高度;既源于档案强国内部的自我构建,又体现在档案强国外部的社会认可。“十五五”时期是档案强国建设的关键阶段,应坚持“内外兼修、双向发力”的实践路径:对内固本强基,通过深度融入“十五五”档案事业发展规划、强化档案事业发展的能力建设、建立健全档案强国建设评价指标体系、夯实各项基础保障措施等举措,筑牢档案强国建设的根基;对外开放融合,通过主动赋能经济社会发展大局、主动建设开放公共的档案馆、主动走向国际社会等举措,持续提升档案强国的社会认可度和影响力。Grasping the connotation and essence of archival power is the logical starting point and prerequisite for advancing the development of archival power.The“strength”of archival power needs to be understood dialectically from both local-global and inward-outward perspectives.It encompasses both the developmental stage of the archival power itself and the value of archival power in promoting the development of China into a great modern socialist country.It originates from the internal selfdevelopment of the archival power and is reflected in the external social recognition of the archival power’s development.The 15 Five-Year Plan period is a crucial stage for the development of archival power,and we should adhere to the practical path of“cultivating both internally and externally,exerting force in both directions”:internally,we should solidify the foundation and strengthen the base by deeply integrating into the 15 Five-Year Plan for archival development,enhancing the capacity building for archival development,establishing and improving the evaluation index system for the development of archival power,and consolidating various basic guarantee measures to lay a solid foundation for the development of archival power;externally,we should open up and integrate by actively empowering the overall economic and social development,proactively building open and public archives,and actively stepping into the international community to continuously enhance the social recognition and influence of the archival power.
