摘　　要：“十四五”时期,我国档案事业各项工作稳中求进,为“十五五”时期档案事业发展奠定了坚实基础。面对当前存在的档案事业发展水平与中国式现代化整体进程不协调、档案制度设计初衷与档案制度实施效果有落差、档案基础建设成效与档案工作显示度不一致、档案人才储备与新兴技术发展应用态势不匹配等诸多问题与挑战,档案事业需要从思想引领、实践导向和行动路径三个方面谋划“十五五”时期档案事业高质量发展的整体思路。为更好地推进“十五五”时期档案事业高质量发展,需要坚持统筹推进与差异发展结合、基础建设与效能提升并重、创新驱动与技术赋能并行、制度建构与监督检查同步、自主发展与开放合作共进的政策取向。During the 14th Five-Year Plan period,China’s archival undertakings have progressed steadily,laying a solid foundation for the development of archival undertakings during the 15th Five-Year Plan period.Faced with challenges such as the misalignment between the development level of archival undertakings and the overall progress of Chinese modernization,the gap between the original intent of archival system design and the actual implementation effects,the inconsistency between the achievements of archival infrastructure construction and the visibility of archival work,and the mismatch between archival talent reserves and the development and application trends of emerging technologies,it is necessary to plan the overall strategy for the high-quality development of archival undertakings during the 15th Five-Year Plan period from three aspects:ideological guidance,practical orientation,and action paths.To better promote the high-quality development of archival undertakings during this period,it is essential to adhere to policy orientations that combine coordinated advancement with differentiated development,emphasize both infrastructure construction and efficiency improvement,parallel innovation-driven and technology-empowered approaches,synchronize system development with supervision and inspection,and promote both independent development and open cooperation.
