数字政府战略下的档案工作发展:面向“十五五”的思考和展望

摘　　要：数字政府建设是国家治理现代化的重要引擎,档案工作作为其基础性支撑体系,亟须在“十五五”时期实现深度转型与战略升级。文章基于数字政府的核心目标,分析其对档案工作提出的新需求,并指出档案工作在海量电子文件管理、档案资源整合共享、技术适配以及人才培养方面面临的现实挑战。据此,文章围绕资源、服务、安全、技术和人才五大维度,展望档案工作融入数字政府建设的主要方向和发展路径,为“十五五”时期档案工作深度融入数字政府建设提供理论支撑与实践参考。The development of digital government serves as a crucial engine for the modernization of national governance.As a fundamental supporting system,archival work urgently requires deep transformation and strategic upgrading during the 15th Five-Year Plan period.Based on the core objectives of digital government development,this article analyzes its new demands for archival work and identifies practical challenges in managing massive electronic documents,integrating and sharing archival resources,adapting to technological advancements,and cultivating professional talent.Accordingly,the article explores the primary directions and development pathways for archival work to integrate into digital government development across five dimensions:resource,service,security,technology,and talent.This study provides theoretical support and practical references for the deeper integration of archival work into the digital government during the 15th Five-Year Plan period.
