摘 要:在全球科技竞争加剧背景下,青岛市通过搭建“云端研发”平台整合多方创新资源,实现生产要素创新配置;出台相关政策扶持中小企业建设“云上研发中心”,引导企业开展研发创新,推动传统产业转型升级,有效赋能新质生产力发展。研究青岛市“云端研发”模式,探讨其运行机制与成效,可以为进一步完善“云端研发”做法、丰富中小企业创新模式提供更多参考,为发展新质生产力理论提供案例支撑。In the context of intensifying global competition in science and technology,Qingdao City has achieved innovative allocation of production factors by establishing a“cloud-based research and development”platform and integrating various innovative resources.This initiative supports SMEs in building“cloud-based R&D centers”,guides enterprises in conducting R&D innovation,promotes the transformation and upgrading of traditional industries,and effectively empowers the development of new quality productivity in the region.Studying Qingdao’s model and exploring its operational mechanisms and effectiveness can provide more references for further refining“cloud-based R&D”practices and enriching SME innovation,offering theoretical and practical support for the development of new quality productivity.
