县域学校体育治理的实践成效、困境透视与优化之道

摘  要:基于全国243个县(市、区)学校体育工作年度报告文本,进行县域学校体育发展格局、治理现状、问题优化的递进逻辑分析。学校体育工作年度报告制度的落实存在时效性差、内容质量参差不齐、利用不足等问题。县域学校体育治理实践在资源均衡配置、教育机会平等、教育成效和专项行动上成效显著,但亦存在资源匮乏与过剩并存,群体间校园体育活动参与不平等,学生体质健康水平区域差异悬殊,或进一步加剧健康不平等的问题。县域学校体育治理面临的核心挑战包括功利化治理思维与认知困境,管理机制不健全与治理无力感。优化之道在于更新学校体育工作评估制度,推动县域学校体育政策的再制和引导治理注意力的合理变迁。Based on the annual report texts of physical education work from 243 counties(cities,districts)in China,a progressive logical analysis is conducted on the development pattern,governance status,and optimization of issues in county-level physical education.The implementation of the annual report system for physical education work faces issues such as poor timeliness,varying content quality,and inadequate utilization.County-level physical education governance practices have achieved remarkable performance in balanced resource allocation,equal educational opportunities,educational effectiveness,and special initiatives.However,there are also coexisting issues of resource scarcity and surplus;unequal participation in campus sports activities among different groups;and significant regional disparities in students'physical fitness health levels,which may further exacerbate health inequalities.The core challenges faced by county-level physical education governance include utilitarian governance thinking and cognitive dilemmas,inadequate management mechanisms,and a sense of powerlessness in governance.The path to optimization lies in updating the school sports work evaluation system,promoting the re-establishment of county-level physical education policies,and guiding a reasonable shift in governance focus.
