社区公共体育服务“五社联动”治理模式的基本内涵、实践困境与优化对策

摘　　要：“五社联动”作为我国基层治理的创新实践,为社区公共体育服务治理提供了新的方向指引。运用文献资料、实地调研、逻辑分析等方法探讨社区公共体育服务“五社联动”治理模式的基本内涵、逻辑进路、实践困境和优化对策。社区公共体育服务治理从“三社联动”走向“五社联动”,是满足居民日益增长的公共体育服务需求的现实之需,是响应国家推进社会治理共同体建设的题中之义,是基层治理体系要素扩充的发展之要。当前,社区公共体育服务“五社联动”治理模式面临治理要素不完善、治理过程悬浮化、治理机制不健全的实践困境。对此,培育“五社”要素,夯实联动基础;优化治理过程,推进协同合作;健全治理机制,保障互联互动。As an innovative practice in China's grassroots governance,“Linkage of Five Social Organization”model provides a new direction for the governance of community public sports services.By using literature review,field research,and logical analysis,this paper explored the basic connotation,logical approach,practical dilemmas,and optimized countermeasures o“f Linkage of Five Social Organization”governance model for community public sports services.That the transition from“Three-Sectors Linkage”to“Linkage of Five Social Organization”in community public sports service governance is a practical necessity to meet growing public sports service demands of residents,a response to national call for building a social governance community,and a requirement for expansion of grassroots governance system elements.Currently,“Linkage of Five Social Organization”governance model for community public sports services faces practical dilemmas such as incomplete governance elements,suspended governance processes,and an incomplete governance mechanism.To address these issues,the following suggestions are proposed:cultivate“Five Social Organization”elements to consolidate foundation for linkage;optimize governance process to promote collaboration and cooperation;and improve governance mechanism to ensure interconnection and interaction.
