摘　　要：金融风险管理是国际金融中心建设的题中要义。上海作为国内国际“双循环”的战略链接枢纽,其金融中心建设面临着复杂的风险环境,在统筹发展与安全的背景下,上海打造金融风险管理中心极具现实意义。上海具备打造金融风险管理中心的优势基础,但也存在客观不足。一方面,上海金融要素市场最为齐备,金融机构集聚、金融产品丰富、经济体量巨大,市场的活跃催生了风险管理需求;另一方面,上海金融市场国际影响力有待持续提升,高能级金融机构总部集聚度仍有空间,金融产品种类多元性尚待加强,监管协调机制还需优化。对标国际金融中心风险管理的成熟经验,上海应从法治建设、监测体系、防范与处置等方面建设全流程金融风险管理体系,建议在国家战略层面推进,先行先试,成熟一项、推出一项。Financial centers are naturally risk centers,and financial risk management is essential to the construction of financial centers.As a strategic link between domestic and international"dual circulation",Shanghai's financial center construction faces a complex risk environment.Against the backdrop of coordinated development and security,building a fi nancial risk management center in Shanghai is of great practical signifi cance.Shanghai has the advantage foundation to build a fi nancial risk management center,but there are also objective shortcomings.On the one hand,Shanghai has the most complete fi nancial factor market,with a concentration of fi nancial institutions,abundant fi nancial products,and a huge economic volume.The active market has stimulated the demand for risk management;On the other hand,the international influence of Shanghai's financial market needs to be continuously improved,there is still room for the concentration of high-level financial institution headquarters,the diversity of financial product types needs to be strengthened,and the regulatory coordination mechanism needs to be optimized.To benchmark the mature experience of risk management in international fi nancial centers,Shanghai should build a full process fi nancial risk management system from three aspects:legal construction,monitoring system,and prevention and disposal.It is recommended to promote it at the national strategic level,take the lead in trial,mature one,and launch one.
