国家铁路客运专线与城市轨道交通的安检标准差异问题研究

摘　　要：重复安检是制约旅客出行效率和交通一体化进程的关键问题,经过对比分析发现,国家铁路客运专线比城市轨道交通的安检标准更加严格,这是目前国内部分城市实施单向安检免除的主要原因。通过研究安检标准的差异问题,提出建议举措主要包括:制定更高层面、规范各地的城市轨道交通安检标准,建立统一的禁止、限制携带和托运物品目录及清单;如果城际铁路与国家铁路存在跨线运营的,执行国家铁路相关安检规定;如果城际铁路不与国家铁路实行跨线运营,可与所在地的城市轨道交通统一安检标准;人身安检部位的数量要求可适度减少,通过提升安检门标准提高安检效率和质量,在“人物同检保安全”和“快速通行保效率”之间找到最优平衡;对于新建城际铁路和城市轨道交通在同一个车站或枢纽存在换乘关系的,要提前做好一体化安检布局,减少安检设备、人员的冗余配置和重复投资;对于已经建成并投入运营的城际铁路和城市轨道交通换乘车站,可在换乘客流动线上合围一个完整和封闭的安检互认区域。Repeated security checks are a key issue that restricts the efficiency of passenger travel and the integration of transportation.Through comparative analysis,it has been found that the security standards for national railway passenger dedicated lines are stricter than those for urban rail transit.This is currently the main reason why some cities in China implement one-way security check exemptions.By studying the differences in security inspection standards,suggestions and measures mainly include:formulating higher-level and standardized security inspection standards for urban rail transit in various regions,establishing a unified catalog and list of prohibited,restricted,and checked items;if there is cross line operation between intercity railways and national railways,relevant national railway security inspection regulations shall be implemented;if intercity railways do not operate cross line with national railways,they can adopt unified security standards with the local urban rail transit;the requirement for the number of personnel security checkpoints can be moderately reduced,and the efficiency and quality of security checks can be improved by raising the standards of security gates,finding the optimal balance between“ensuring safety with people”and“ensuring efficiency with fast passage”;for new intercity railways and urban rail transit that have transfer relationships at the same station or hub,it is necessary to prepare an integrated security check layout in advance to reduce redundant configuration and repeated investment of security check equipment and personnel;for intercity railways and urban rail transit transfer stations that have been built and put into operation,a complete and enclosed security check and mutual recognition area can be enclosed on the transfer passenger flow line.
