复杂适应系统理论视角下数智化+旅游公共服务多元治理研究

摘　　要：文章以复杂适应系统理论为基础,探索数智化+旅游公共服务系统的演化特征与趋势,并构建了数智化+旅游公共服务多元治理演化模型。研究表明:数智化+旅游公共服务系统与复杂适应系统理论高度契合,可视为一个动态演化的复杂适应系统。系统内的多元主体能够自发地持续调整自身结构和行为方式;旅游公共服务宏观系统“复杂性”的涌现来源于微观主体的“适应性”。各参与主体通过与其他主体以及外界环境进行不断交互,从而改变复杂的内部系统以适应组织层次,从而涌现出新的结构与模型;依据数智化+旅游公共服务多元治理演化模型,将数智化+旅游公共服务系统解构为技术支撑、资源与环境、服务与运营、基础设施四个子系统,并基于其功能与作用,提出了数智化+旅游公共服务多元治理模式的实施策略。Based on the complex adaptive systems theory,the evolution characteristics and trends of the digital intelligence+tourism public service system are explored,and an evolutionary model for digital intelligence+tourism public service diversified governance was built in this paper.The findings are as follows.The digital intelligence+tourism public service system is highly consistent with the complex adaptive systems theory,and can be regarded as a dynamical evolving and complex adaptive system,in which,the diversified entities can spontaneously and continuously adjust their structure and behavior patterns when the environment changes.The“complexity”of the macro system of the tourism public service comes from the“adaptability”of the micro entities.By the continuous interaction with other entitiews and the external environment,the participating entities change the complex organizational level of the system and generates new structures and models.According to the evolution model of diversified governance fordigital intelligence+tourism public service,the digital intelligence+tourism public service system has been deconstructed into four subsystems:technical support,resources and environment,service and operation,and infrastructure.Implementation strategies for the digital intelligence+diversified-governance model are put forward based on their functions and roles.
