摘　　要：基层韧性应急管理体系建设与效能提升是保障国家总体安全、赋能区域增长、厚植地区价值的重要着眼点。文章立足“人本位”视角,构建了以“1+4+2”价值体系为引领、以多主体多领域多层次协同联动治理模式为基石、以数字化治理机制为支撑的基层韧性应急复合管理体系框架,聚焦事前预警、事中响应、事后恢复与重建三个阶段,提出了以“人本位”价值理念为锚的全过程效能提升路径。The construction of grassroots resilience emergency management system and enhancement of their effectiveness is of great significance to ensure national security,empower regional growth,and cultivate regional value.Firstly,based on a“human-oriented”perspective,this paper constructs a flexible composite management framework for grassroots resilience emergency management.This framework is led by the“1+4+2”value system,based on a multi-subject,multi-field and multi-level collaborative linkage governance model,and supported by the digital governance mechanism.Finally,focusing on the three stages of pre-incident warning,incident response,post-incident recovery and reconstruction,a whole-process efficiency improvement path is proposed based on the human-centric value concept.
