摘　　要：近年来,中国省级政府出台了系列政策对科技成果转化给予激励和规制。文章构建了“政策工具-创新价值链”二维分析框架,对2015年以来中国各省级政府出台的代表性科技成果转化政策进行了量化研究。结果表明,环境型政策工具和供给型政策工具使用较多,需求型政策工具使用不足,在创新价值链不同阶段注意力配置基本均衡,但不同政策工具使用存在差异,各省在政策工具与创新价值链不同阶段展现出自身不同特点。最后,提出优化政策工具结构体系、完善创新价值链注意力配置、重视政策工具与创新价值链搭配三方面对策。In recent years,provincial governments in China have introduced a series of policies to provide incentives and regulations for the transformation of scientific and technological achievements.In this paper,a two-dimensional analysis framework of“policy instrument-innovation value chain”is constructed,and a quantitative study is conducted on the representative policies for the transformation of scientific and technological achievements introduced in provincial governments in China since 2015.The results show that environmental and supply-oriented policy tools are frequently used,and demand-oriented policy tools are insufficient.The attention allocation is basically balanced across different stages of the innovation value chain,but there are differences in the use of different policy tools.Each province exhibits different characteristics in the application of policy tools across different stages of the innovation value chain.Finally,the paper puts forward three optimization strategies:optimizing the structure system of policy tools,improving the attention allocation of innovation value chain,and attaching importance to the combination of policy tools and innovation value chain.
