存量发展背景下深圳市交通规划转型探索与实践

摘　　要：【目的】为适应当前国内城市存量发展阶段的特点及要求,转变过去以设施需求为导向、以规模扩张为核心、以大拆大建为特点的交通发展模式,探索新的交通规划转型思路。【方法】采用案例分析方法,总结深圳市近年来的交通规划实践,包括按照“做优增量”“盘活存量”“提高质量”“提升效能”等规划导向,引导交通场站模式转型、调整交通设施规划指标、落实交通空间规划管控要求等方面的规划探索。【结果】深圳市在交通规划实践中,引导交通系统朝着集约化、精准化、精细化方向发展,有效应对了存量发展阶段城市发展空间不足、资源要素约束紧、城市治理压力大等挑战。【结论】深圳市在交通发展模式、交通设施供应方式、交通空间管理方法等方面的交通规划实践经验,可为国内城市交通规划转型提供思路与参考。[Purposes]To adapt to the characteristics and requirements of the current stock development stage of cities in China,and to transform the past transportation development model that was facility demand-oriented,scale expansion-centered,and characterized by large-scale demolition and construction,this study explores the transformation ideas of transportation planning in the new era.[Methods]Using case study analysis,this paper summarizes the transportation planning practices of Shenzhen in recent years,including guiding the transformation of transportation station models,adjusting transportation facility planning indicators,and implementing traffic space planning control requirements according to planning orientations such as“optimizing incremental development”,“revitalizing stock resources”,“improving quality”,and“enhancing efficiency”.[Findings]In its transportation planning practice,Shenzhen has successfully guided the transportation system towards a direction of intensification,precision,and refinement,effectively addressing the challenges of insufficient urban development space,tight constraints on resource elements,and high pressure on urban governance in the stock development stage.[Conclusions]The experience of Shenzhen in transportation planning,including the mode of transportation development,the supply methods of transportation facilities,and the management methods of transportation space,can provide ideas and references for the transformation of transportation planning in domestic cities.
