摘  要:【目的】了解江西省各县(市、区)科技创新竞争力,以及各县(市、区)科技创新投入是否达到预期产出成果,是否造成科技资源的浪费。【方法】通过构建江西省县域科技创新绩效评价指标体系,收集2019—2022年100个县(市、区)科技创新数据,使用DEA-Malmquist指数模型进行绩效评价,计算出100个县(市、区)4年的科技创新绩效变化情况,以及各设区市、各主体功能区的科技创新绩效变化情况。【结果】①2019-2022年江西省县域科技创新绩效平稳提升,73%的县(市、区)平均科技创新绩效大于1;②技术进步效率逐年上升是县域科技创新绩效提升的主要原因;③农产品主产区平均科技创新效率最高。【结论】对江西省县域科技创新发展提出了优化资源配置、强化企业创新主体地位、构建完善的“引育用留”人才制度体系等建议。[Purposes]This paper aims to understand the competitiveness of scientific and technological innovation in counties(cities,districts)of Jiangxi Province,and whether the investment in scientific and technological innovation in counties(cities,districts)has achieved the expected output results,and whether it has caused waste of scientific and technological resources.[Methods]By constructing a performance evaluation index system for county-level innovation in Jiangxi Province,this paper collected innovation data for 100 counties(cities and districts)from 2019 to 2022 and used the DEA-Malmquist index model to evaluate the performance.This paper calculated the change in innovation performance of the 100 counties(cities and districts)over the past four years,as well as the change in innovation performance of each prefecture-level city and each functional area.[Findings]①The county-level innovation performance in Jiangxi Province has steadily improved from 2019 to 2022,with 73%of counties(cities and districts)having an average innovation performance of more than 1.②The efficiency of technological progress has increased year by year,which is the main reason for the improvement of county-level innovation performance.③The average in novation efficiency of agricultural product main production areas is the highest.[Conclusions]The study suggests the following suggestions for the development of county-level innovation in Jiangxi Province:op timizing the structure of resource allocation,strengthening the status of enterprises as the main innova tion subject,and building a complete"attraction,cultivation,use,and retention"talent system.
