摘　　要：突发事件应对是企业当前安全和应急管理最大热点之一。以某成品油运输企业为例,按照新版《突发事件应对法》《突发事件应急预案管理办法》要求,共梳理辨识出四大类26种突发事件风险,并采用作业条件危险性评价法(LECD法)对识别出的风险进行了定量分级,其中:火灾、爆炸、车辆伤害、驾驶员违章操作属于高度危险,泄漏、中毒和窒息、触电、车辆本体危险、车辆管理不到位、气象灾害、地质灾害、水旱灾害属于显著危险,其它为一般危险或稍有危险。对应急预案编制和分类管理带来借鉴。Emergency response is one of the biggest hotspots of safety and emergency management in enterprises.Taking an oil product transportation enterprise as an example,in accordance with the requirements of the new version of"Emergency Response Law"and"Measures for the Management of Emergency Response Plans",a total of four categories of 26 types of risks of emergencies are identified,and the identified risks are quantitatively graded by the method of evaluating the risk of operating conditions(LECD method),among which,fire,explosion,vehicle injury,and unauthorized operation of the driver belong to the high risk,the risks of leakage,poisoning,and asphyxiation,electrocution,vehicle intrinsic danger,inadequate vehicle management,meteorological disasters,geological disasters,water and drought disasters are significant dangers,and the others are general dangers or slight dangers.It can bring reference to the emergency plan preparation and classification management.
