从“养”到“育”:基层资源传递模式转向——基于社区公益基金建设项目的探索

摘　　要：基于社区公益基金助推基层治理的全国性试验项目的实践经验,探究基层治理资源传递模式从“以政养社”向“借社育社”的转向,以及新的“育社”式资源传递模式如何运作的机制。该项目通过创设治理场景、推动民主自治以及共创文化认同,使得基层治理资源获取模式从向上、向外“索要”转向“激活”内部资源。“育社”式资源传递模式的关键在于超地方社会组织介入此前从“政”到“社”的资源供应路径,构建起“政府-超地方社会组织-地方社会”的合作新样态,在财政支持之外新增常态化的治理资源在地供应途径。This paper attempts to explore the shift in the resource transfer model of grassroots governance from"supporting the community with government resources"to"nurturing the community through community resources",based on the practical experience of a nationwide pilot project that utilizes community public wel-fare funds to boost grassroots governance.This project promotes democratic self-governance and co-creates cultural identity by creating governance scenarios,shifting the resource acquisition model of grassroots gover-nance from"demanding"from above and outside to"activating"internal resources.The key to the"nurturing community"resource transfer model lies in the intervention of super-local society in the previous resource sup-ply path from"government"to"community",constructing a new cooperation pattern of"government-super-lo-cal society-local society",and adding a normalized local supply path for governance resources in addition to fi-nancial support.
