摘　　要：改革开放以来,伴随着中国社会福利体系的整体变革,社区福利治理也呈现出了一个整体的结构性转型,即走向具有中国本土特色的“积极福利”,主要表现为:福利主体从单一走向多元合作、福利对象从选择性走向包容性、福利内容从“兜底”走向“赋能”、福利互动从“自上而下”的单向性走向“上下左右”的网络性,这种社区“积极福利”的内涵与表现既包含又超越了吉登斯的积极福利思想。转型背后有其深刻的驱动逻辑,包括传统的文化逻辑、强力的政党逻辑以及社区自身的共同体逻辑,具体来说,就是:中国自古以来就具有福利责任多主体承担的文化基因;党建引领基层治理的政党嵌入强力推动了社区福利主体的聚合以及福利内容和福利对象的丰富与扩展;社区的共同体属性更容易形成福利互动和内生性的福利供给。Since the reform and opening up,along with the overall reform of China's social welfare sys-tem,community welfare governance has also shown an overall structural transformation process,namely,a shift to"positive welfare"with Chinese local characteristics,which is mainly manifested in:the welfare sub-ject has changed from single to pluralistic cooperation,the welfare object has changed from selectivity to inclu-siveness,the welfare content has changed from"basic support"to"empowerment",and the welfare interaction has changed from a singular top-down approach to a multi-directional networked model.The connotation and performance of this kind of community"positive welfare"both encompass and transcend Giddens's idea of posi-tive welfare.There is a profound driving logic behind this transformation,including the traditional cultural log-ic,the strong political party logic,and the community logic itself.Specifically,China has had the cultural gene of multi-subject responsibility for welfare since ancient times;Party building leads the embedding of po-litical parties in grassroots governance,which strongly promotes the aggregation of community welfare subjects and the enrichment and expansion of welfare content and welfare objects;The community attribute of the com-munity is more likely to form welfare interaction and endogenous welfare supply.
