摘　　要：推动城市基层治理现代化发展需要充分发挥低龄老年人在城市基层治理共同体中的主体性效能。当前,尽管低龄老年人参与城市基层治理共同体的功能作用逐渐显现,但在其参与定位、动机、基础、保障和策略等层面还存在诸多不足,面临着制度悬浮、行动异质、供需失衡、支持缺位等诸多现实困厄。文章基于价值共创理论、组织公民行为理论、可行能力理论、社会支持网络理论和参与式治理理论,从不同维度视角深入阐释和解析了低龄老年人参与城市基层治理共同体建设的潜在逻辑和行动机制,提出从“人—政—社”三层优化制度设计、工具理性转向价值理性的行动策略、“社会支持力”的外部支持、重塑多场域心理韧性情感支撑、提高低龄老年人活跃度实现价值共创等多重实践路径加以完善。To promote the modernization of urban grassroots governance,it is necessary to fully leverage the subjectivity and effectiveness of young and elderly people in the urban grassroots governance community.Currently,although the functional role of young and elderly people participating in urban grassroots gover-nance communities is gradually emerging,there are still many shortcomings in their participation positioning,motivation,foundation,guarantee,and strategy,facing various practical difficulties such as institutional sus-pension,heterogeneous actions,supply-demand imbalance,and lack of support.The article is based on the theory of value co creation,organizational citizenship behavior,feasibility theory,social support network theo-ry,and participatory governance theory.From different dimensions,it deeply explains and analyzes the poten-tial logic and action mechanism of young elderly people participating in the construction of urban grassroots governance communities.It proposes multiple practical paths to improve it,including optimizing institutional design from the three levels of"people-government-society",shifting from instrumental rationality to value ra-tionality,external support for"social support",reshaping multi domain psychological resilience and emotional support,and increasing the activity of young elderly people to achieve value co-creation.
