数字经济如何赋能新质生产力——基于省级面板数据的实证研究

摘　　要：发展数字经济是加快形成新质生产力的重要引擎。本文以2011—2021年中国省级面板数据为样本,从创新、产业、人力资本三个方面对数字经济赋能新质生产力的影响机制展开实证检验。研究发现:(1)发展数字经济对新质生产力的形成有显著促进作用,同时能够显著提升区域创新能力、促进产业结构升级;(2)区域创新能力和产业结构升级对发展新质生产力有显著的正向影响;(3)区域创新能力、产业结构升级在数字经济和新质生产力之间发挥部分中介作用;(4)创新型人力资本在数字经济与新质生产力、数字经济与区域创新能力之间分别发挥正向调节效应。本研究为发展数字经济、加快形成新质生产力提供了理论依据和政策启示,对于优化区域发展战略、促进经济社会高质量发展具有重要实践价值。The development of the digital economy functions as a crucial engine for accelerating the formation of new productive forces.However,existing research has predominantly explored the relationship between the digital economy and new productive forces from a theoretical perspective,with limited empirical studies on the internal mechanisms through which the digital economy facilitates the growth of these forces.This paper uses provincial panel data from China,spanning the years 2011 to 2021,to empirically examine the impact mechanisms of the digital economy on new productive forces,focusing on innovation,industrial structure,and human capital.The study reveals several key findings:(1)The development of the digital economy significantly promotes the formation of new productive forces,while also enhancing regional innovation capacity and facilitating the upgrading of industrial structures.(2)Regional innovation capacity and industrial structure upgrading significantly and positively impact new productive forces.(3)Regional innovation capacity and industrial structure upgrading partially mediate the relationship between the digital economy and new productive forces.(4)Innovative human capital positively moderates the relationships between the digital economy and new productive forces,as well as between the digital economy and regional innovation capacity.This research provides theoretical bases and policy implications for the development of the digital economy and the acceleration of new productive forces.Additionally,it offers practical value for refining regional development strategies and promoting high-quality economic and social development.
