双高要求下中部地区水—能源—粮食系统综合安全评价

摘　　要：作为我国重要的能源和粮食生产基地,当前中部地区的崛起和高质量发展具有全局意义,并受到中央的高度重视。根据“双高”即高质量发展和高水平安全的要求,从安全、高效、协调、绿色四个维度构建水—能源—粮食系统综合安全评价指标体系,运用基于加速遗传算法的投影寻踪模型对2013—2023年中部地区水—能源—粮食系统的综合安全水平进行分析与评价。结果表明,其综合安全水平在2013—2021年基本稳定,2022年由于脱贫攻坚战的胜利和国家政策支持,其综合安全水平实现较大提升,而2023年因气象灾害又导致其综合安全水平有所下降。中部各省中,河南和安徽的水—能源—粮食系统的综合安全水平较高,而山西和江西较低,建议提高对资源的利用效率,增强对气象灾害的防治能力,加强区域合作,弥补短板。As an important energy and food production base in China,the current rise and high-quality development of the central region has national significance and is highly valued by the central government.According to the requirements of"double high",namely high quality development and high level of safety,the comprehensive security evaluation index system of water-energy-food system is constructed from four dimensions of safety,efficiency,coordination and green,and the comprehensive security level of water-energy-food system in the central region from 2013 to 2023 is analyzed and evaluated by using the projection pursuit model based on accelerated genetic algorithm.The results show that the comprehensive security level is basically stable from 2013 to 2021,and greatly improved in 2022 due to the victory of poverty alleviation and national policy support,while the comprehensive security level is decreased in 2023 due to meteorological disasters.The comprehensive security level of water-energy-food system is higher in Henan and Anhui,but lower in Shanxi and Jiangxi.It is suggested to improve the utilization efficiency of resources,strengthen the ability to prevent and control meteorological disasters,and strengthen regional cooperation to make up for shortcomings.
