摘　　要：基于“向县而兴”以及高质量发展视角,立足于县域经济发展实际,从外部视角结合政府、企业、居民的用电需求,从发挥能源电力行业优势、持续带动地方增产增收、全力服务县域社会经济发展出发,为乡村振兴战略、“百千万工程”实施注入强劲动力。从内部视角落实“优东提西、强地带县”,逐步建立“东经西用”激励机制,研究新的内外部环境下,内部管理和组织架构变革,探索新发展格局下县区局及供电所最优组织架构及配套机制。Starting from the perspective of"prospering in the county"and high-quality development,based on the actual economic development of counties in Guangdong Province,combining the power needs of the government,enterprises and residents from an external perspective,and giving play to the advantages of the energy and power industry,continuing to drive the local production and income generation,and fully servicing the socio-economic development of counties,we will contribute to the strategy of revitalization of the countryside.The implementation of the"One Hundred Million Project"has been given a strong impetus.From the internal perspective,we will implement the"Excellent East and West,Strong Zone and County",gradually establish the incentive mechanism of"East Economy and West Use",study the internal management and organizational changes under the new internal and external environment,and explore the optimal organizational structure and supporting mechanisms for county and district bureaus and power supply offices under the new development pattern.
