摘　　要：知识产权基础数据作为创新性生产要素,能助推技术革命性突破,催化产业深度转型升级,是推动新质生产力发展的动能,亟需从赋能阶段跃迁到价值释放阶段。运用程序化扎根理论方法,以知识产权基础数据政策为样本,提炼出以客体、主体、治理和释能为构成要素的知识产权基础数据价值释放策略。客体方面,涉类繁杂但类型缺失、分类不足、有待开放,宜确立“地域—产业—性质—场景”分类体系,以及补全类型、统一格式以整合知识产权基础数据;主体方面,责任主体交叉、归属主体模糊、供给主体单一,宜确立“中央-地方”纵向责任主体、“分场景-分阶段”确定权属主体、丰富供给主体;治理方面,前端治理制度、治理设施、治理目标有待改进,宜完善配套规范并兴建服务设施,政府和市场合理分担数据成本;释能方面,后端释能形成的资源积累、资产转化和资本流通三阶链条待完善,宜重视资源积累和资产转化,新增交易方式和产品标的。As an innovative production factor,the basic data of intellectual property can promote technological revolutionary breakthroughs and catalyze the deep transformation and upgrading of the industry.It is the driving force to promote the development of new quality productive forces,and it is urgent to transition from the empowerment stage to the value release stage.Using the procedural grounded theory method,taking the basic data policy of intellectual property as a sample,the value release strategy of the basic data of intellectual property based on the elements of object,subject,governance and energy release is extracted.In terms of the object,the category is complicated but the type is missing,the classification is insufficient,and it needs to be opened.It is advisable to establish a'region-industry-nature-scene'classification system,as well as complete the type and unified format to integrate the basic data of intellectual property.In terms of the main body,the main body of responsibility is different,the main body of attribution is vague,and the main body of supply is single.It is advisable to establish the'central-local'vertical main body of responsibility,determine the main body of ownership by'scene-stage',and enrich the main body of supply.In terms of governance,the front-end governance system,governance facilities and governance objectives need to be improved,supporting norms should be improved and service facilities should be built,and the government and the market should reasonably share the data cost.In terms of energy release,the three-stage chain of resource accumulation,asset transformation and capital circulation formed by back-end energy release needs to be improved.It is appropriate to pay attention to resource accumulation and asset transformation,and add new trading methods and product targets.
