摘　　要：党的二十届三中全会通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》明确构建更有效力的国际传播体系是深化文化体制机制改革的重要内容。提升国际传播效能与坚守中华文化立场对于增强文化自信、构建更有效力的国际传播体系至关重要。二者在时代背景、基本内涵和价值目标上的内在契合为其逻辑互动提供了基础。坚守中华文化立场是提升国际传播效能的出发点和落脚点,提升国际传播效能是坚守中华文化立场的实践表达。新时代新征程,讲好中国故事需要增强提升国际传播效能与坚守中华文化立场的双重互动,不断丰富基于中华文化立场的国际传播内容,打造基于中华文化立场的国际传播话语,创新基于中华文化立场的国际传播方法。The Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively,adopted at the Third Plenary Session of the 20th Central Committee,clearly states that building a more effective international communication system is a key component of deepening the reform of the cultural system and mechanisms.Enhancing the effectiveness of international communication and adhering to the stance of Chinese culture are essential for strengthening cultural confidence and constructing a more effective international communication system.The intrinsic alignment between the two,in terms of contemporary context,basic connotations,and value objectives,forms the basis for their logical interaction.Adhering to the stance of Chinese culture serves as both the starting and ending point for enhancing international communication effectiveness,while enhancing international communication serves as the practical embodiment of adhering to this stance.In the new era and on the new journey,to effectively tell China's story,it is crucial to foster the dual interaction between enhancing international communication effectiveness and adhering to the stance of Chinese culture.This involves enriching the content of international communication based on Chinese cultural perspectives,creating international communication discourse rooted in Chinese culture,and innovating international communication methods with a foundation in Chinese cultural values.
