地方政府引导基金与高技术制造业布局——基于国有建设用地出让数据的观察

摘　　要：21世纪以来,政府引导基金日益成为各级政府进行产业布局并促进高质量发展的重要抓手。本文基于2007一2020年地方土地出让数据,在城市层面考察了地方政府引导基金对高技术制造业布局的影响。实证结果表明:(1)城市政府引导基金的设立显著增加了高技术制造业的土地出让宗数,而且在高技术产业赋好、产业集聚程度高,有国家级开发区设立的城市,该效应更加显著;(2)城市政府引导基金的设立使得城市新增高技术投资项目的产业分布更分散且相似度更高。这些结论肯定了政府引导基金对高技术制造业布局的促进作用,但也提醒我们,地方在产业布局过程中可能存在产业同构和重复建设等问题。本文为如何发挥地方政府引导基金在推动产业发展过程中的有效性提供了建议。Since the 21st century,Government-Guided Funds(GGFs)have emerged as a key policy instrument for central and local governments to shape industrial distribution and drive high-quality economic growth.This study examines the role of GGFs in influencing the spatial distribution of high-tech manufacturing industries,drawing on city-level data on land leasing from 2007 to 2020.The empirical results indicate that the establishment of GGFs significantly promotes the land resource allocation for high-tech manufacturing projects,with the impact being particularly pronounced in cities with strong high-tech industrial foundations,high levels of industrial clustering,and the presence of national-level development zones.This study also finds that GGFs lead to a more diversified and homogeneous distribution of new high-tech investment projects across cities.While these results highlight the positive role of GGFs in promoting the industrial distribution of high-tech manufacturing,they also underscore the potential risks of repetitive projects and excessive homogeneity in local industrial planning.These findings may provide some insights and policy recommendations to improve the effectiveness of GGFs in fostering sustainable industrial development.
