摘　　要：随着区块链技术的迅猛发展,数字货币作为一种新兴支付手段,正在逐步渗透公共支付领域,并深刻影响我国传统金融体系与公共行政模式的转型与发展。数字货币在提升支付效率、增强支付透明度等方面展现了显著优势,同时带来了技术安全、法律合规、金融稳定等多方面的风险与挑战。文章基于金融科技视角,从技术、法律、监管等多维度的协同治理出发,构建了数字货币风险治理的战略模型,并结合我国公共支付领域的现状,提出了一套综合治理框架,旨在为数字货币在公共支付领域的健康发展提供理论支持与实践指导,推动公共行政模式的现代化转型。With the advancement of blockchain technology,digital currency,as an emerging means of payment,is exerting profound influence on the transformation of China's traditional financial system and public administration model.Digital currencies have shown significant merits in boosting payment efficiency and enhancing transparency,but at the same time,they have also brought about risks in various aspects such as technical security,legal compliance and financial stability.Based on the synergy between technology,law and regulation,this article constructs a model for digital currency risk governance under the perspective of financial technology,and proposes a comprehensive governance framework according to the current status of public payment,in an effort to provide theoretical basis and practical guidance for the sound development of digital currency,and accelerate the modernization of public administration models.
