摘 要:近年来,校地合作办学在我国各地蓬勃发展,地方政府筹集资金建设新校区,吸引高校“拎包入驻”,高校则以自身的办学规模、科研实力和社会影响力作为投入,双方谋求在政产学研等各方面实现互利共赢的全面合作。本文基于风险分析理论,从政府投资项目中使用方的角度,分析其可能面临的风险和挑战,并以某高校新校区建设运行实践为例,对校地合作中校方面临的风险进行全面分析并提出应对措施。In recent years,school-local cooperation in running schools has flourished in various parts of China.Local governments have raised funds to build new campuses,attracting universities to settle in quickly.Universities,on the other hand,invest in their own scale of education,research strength,and social influence,seeking comprehensive cooperation in various aspects such as government,industry,academia,and research to achieve mutual benefit and win-win results.Based on the theory of risk analysis,this article analyzes the potential risks and challenges that government investment projects may face from the perspective of users.Taking the construction practice of a new campus in a certain university as an example,a comprehensive analysis of the risks faced by the school in campus cooperation is conducted,and corresponding measures are proposed.
