摘 要:以高校建设项目工程量清单及最高投标限价编制策略创新为研究对象,锚定“成本最优化”投资控制目标,创新应用“三编一审”模式机制,尤其注重高校职能管理资源的科学统筹,推动各部门协同联动形成投资控制合力,同时引入第三方评价遴选机制及监督机制,通过互相监督验证的动态模式,不断加强项目前期调研论证,优化、深化施工图设计,创新工程量清单及最高投标限价编制的最优解。经实证研究,该机制的引入在项目团队招标管控、变更审核、图纸质量、沟通协调、监测预警、监督机制等方面都有出色表现,对投资管控精准把握,为高校基建项目快速顺利实施、上海市综合验收备案及教育部报批决算销项奠定了坚实的基础。This study focuses on the innovation of Bill of Quantities and Bidding Control Price compilation strategy in higher education institutions infrastructure projects.It aims to achieve the objective of"cost optimization"investment control by applying the innovative"Three Compilation and One Review"mechanism.Particularly,it emphasizes the scientific coordination of resources in higher education institutions infrastructure projects,and promote collaboration and synergy among different departments in investment control.It also introduced third-party evaluation in the selection and supervision mechanisms,through the dynamic model of mutual supervision and verification,continuously strengthen preliminary research,optimize drawing designs,and innovate the compilation of Bill of Quantities and Bidding Control Price.Empirical research has shown that it indicated excellent performance in various aspects such as bidding management,change review,drawing quality,communication and coordination,monitoring and alerting,and supervision mechanisms.It has strengthened the investment control measures,and laid a solid foundation for the successful implementation of higher education infrastructure projects,comprehensive approval and filing at Shanghai municipal level,and the final settlement of the Ministry of Education.
