摘 要:为了适应京津冀物流产业协同发展加速现状、解决要素配置失衡问题,构建智慧物流评价指标体系,在考虑基建联通、要素流动和政策适配的协同基础上运用CPDR-C模型测度三地智慧物流发展水平,并结合障碍度模型识别关键阻滞因素。结果表明:区域综合智慧物流发展水平及速度排序北京高于天津高于河北;发展结构协同性分析下,北京-河北智慧物流发展结构初期协同性较差,但随时间推移有所缓解,2020—2022年,北京地区智慧物流发展水平相较于天津、河北出现极化现象;影响北京、天津智慧物流发展的障碍集中在产出效益部分,而影响河北地区智慧物流发展的障碍集中在智慧物流人才培养、技术创新与应用方面。根据研究结论,从深化智慧物流发展、实施产业转移协作、优化协同发展环境等方面提出京津冀地区智慧物流水平提升建议。To adapt to the accelerated development of the logistics industry in the Beijing-Tianjin-Hebei region and address the resource allocation imbalance issue,this study constructed a smart logistics evaluation index system.By considering the synergy of infrastructure connectivity,factor mobility,and policy alignment,the study employed the cloud probabilistic dominance relation-cosine similarity model(CPDR-C)to measure the smart logistics development levels in this region,complemented by an obstacle degree model for diagnosing key constraints.The results reveal that Beijing maintains superior comprehensive smart logistics development levels and growth velocity compared to Tianjin and Hebei,respectively.Structural synergy analysis demonstrates initially weak coordination between smart logistics development frameworks in Beijing and Hebei,which is gradually improved over time.From 2020 to 2022,the smart logistics development level in Beijing exhibits polarization effects compared to Tianjin and Hebei.The obstacles affecting smart logistics development in Beijing and Tianjin are concentrated on output efficiency,while those affecting smart logistics development in Hebei are concentrated on the training of smart logistics personnel,as well as technological innovation and application.Based on these findings,suggestions are proposed for improving the smart logistics development level in the Beijing-Tianjin-Hebei region,including deepening smart logistics development,achieving industrial relocation and coordination,and optimizing collaborative development.
