总体国家安全观的哲学意蕴及现实意义

摘　　要：党的二十届三中全会站在党和国家发展全局的高度,把维护国家安全放到更加突出位置,聚焦建设更高水平平安中国。国家安全是中国式现代化行稳致远的重要基础,对总体国家安全观的哲学意蕴及其现实意义的探讨至关重要。习近平总书记立足现实,以马克思主义为指导提出总体国家安全观。总体国家安全观坚持从国情世情出发,遵循了唯物论的基本原理;坚持两点论和重点论的统一、系统思维和发展理念,运用了辩证法的思维方式;坚持以人民安全为宗旨、经济安全为基础和政治安全为根本,体现了历史唯物主义的基本观点。总体国家安全观既蕴含着马克思主义哲学的原理、观点和方法,又是基于国内外形势把握国家安全的战略思维,是我国国家安全工作的指导思想和行动指南,是实现中华民族伟大复兴的安全保障,为世界和平稳定与可持续发展贡献中国智慧和方案。The Third Plenary Session of the 20th Central Committee of the CPC,standing at the height of the overall development of the Party and the country,gave higher priority to maintaining national security,focusing on building a higher level of safe China.National security,as an important foundation for the steady and long-term progress of Chinese modernization,is crucial to explore the philosophical implications and practical significance of the holistic view of national security.General Secretary Xi Jinping,based on reality and guided by Marxism,proposed the holistic view of national security.This view adheres to the basic principles of materialism,proceeding from China's national conditions and the international situation.It insists on the unity of the two-point theory and the key-point theory,systematic thinking,and development philosophy,applying the dialectical mode of thinking.It aims at people's security as the purpose,economic security as the foundation,and political security as the fundamental,embodying the basic viewpoints of historical materialism.The holistic view of national security not only contains the principles,viewpoints,and methods of Marxist philosophy but also represents strategic thinking on grasping national security based on domestic and international situations.It serves both as the guiding ideology and action guide for China's national security work,and as the security guarantee for the great rejuvenation of the Chinese nation,contributing China's wisdom and solutions to world peace,stability,and sustainable development.
