摘 要:智慧应急改变了传统城市应急的交互逻辑和减灾思路,韧性城市建设的推进则显著增强了城市应对和抵御外部冲击的能力。智慧应急与韧性城市在建设基础和核心理念上具有共性,二者的融合提升了城市安全治理能力。该文剖析了两者内在联系,探讨了智慧应急赋能韧性城市建设带来的机遇和挑战。采用复杂适应系统理论(CAS)与复杂网络理论(CNT),构建了CAS-CNT耦合的韧性城市系统分析模型,并运用管理主体-物理要素-空间布局-社会环境分析框架,解析韧性城市系统的结构特征与运行机理。文章从管理韧性、工程韧性、空间韧性、社会韧性四个维度出发,探讨了智慧应急赋能韧性城市建设的实践路径,以期为城市未来的智慧化、安全化、韧性化发展提供参考和借鉴。Smart emergency has changed the interactive logic and disaster reduction ideas of traditional urban emer-gency,and the promotion of resilient city construction has significantly enhanced the city's ability to cope with and resist ex-termal shocks.Smart emergency and resilient city have similarities in construction foundation and core concept,and the in-tegration of the two could promote urban security govermance to a higher level.The intermnal relationship between smart emer-gency and resilient city is analyzed,and the realistic opportunities and accompanying risk challenges of smart emergency empowering resilient city construction are discussed.The complex adaptive system theory and complex network theory are combined to construct a CAS-CNT coupled resilient city system analysis model.And the structural characteristics and oper-ation mechanism of the resilient city system are analyzed by using the established management subject-physical elements-spatial layout-social environment analysis framework.The practical path of smart emergency enabling resilient city construc-tion is discussed from the four dimensions of management resilience,engineering resilience,spatial resilience and social resilience,in order to provide a useful reference for the smart,safe and resilient development of cities in the future.
