摘　　要：城乡融合发展是中国式现代化的必然要求。通过城乡规划和建设的逐步融合,实现城乡之间要素的平等交换和流动,是全面推进城乡融合发展的重要举措。城乡数字鸿沟的存在严重制约着乡村振兴战略的实施和城乡融合发展,成为继城乡差别、工农差别、脑体差别之后的“第四大差别”。我国目前存在的城乡数字鸿沟主要体现在外部接入环境中的互联网普及率、网速同接入设备以及新型基础设施建设差距和城乡居民数字素养差距两个维度。应以党的二十大报告和二十届三中全会精神为指导,从加快新型基础设施建设和提升农村居民数字素养两条路径发力,通过政策激励、财政支持和教育赋能等方式弥合城乡数字鸿沟。The integrated development of urban and rural areas is an inevitable requirement of Chinesestyle modernization.Achieving equal exchange and flow of elements urban and rural areas through the gradual integration of urban and rural planning and construction is an important measure to fully promote the integrated development of urban and rural areas.The of the urban-rural digital divide seriously restricts the implementation of the rural revitalization strategy and the integrated development of urban and rural areas,becoming the"four major difference"after the urban-rural difference,the industrial-agricultural difference,and the mental-physical difference.The urban-rural digital divide in our is mainly reflected in two dimensions:the popularization rate of the internet,internet speed,and access devices in the external access environment,as well as the gap the construction of new infrastructure and the gap in the digital literacy of urban and rural residents.We should follow the spirit of the Third Plenary Session of the 0th Central Committee and the 20th National Congress,focus on accelerating the construction of new infrastructure and improving the digital literacy of rural residents,and close urban-rural digital divide through measures such as"policy incentives,financial support,and educational improvement".
