新型农村集体经济新内源发展的实践路径——基于赋权理论的多案例分析

摘　　要：以农村集体产权制度改革阶段性任务的完成为基础,赋权实践可为农村集体经济的新内源发展提供可行方案。结合中国新型农村集体经济的发展实践,通过对成都市农科村、锦宁村、战旗村进行多案例比较研究,基于赋权理论,从个体赋权、组织赋权和村社赋权三个方面探索了中国农村集体经济的新内源发展路径。研究发现,通过社会资本强化成员关系网络,提高个体成员同集体经济的目标一致性,推动个体赋权;通过自然资源和社会经济资源的有效联结,促进农村集体经济的市场化运营,带动组织赋权;通过调动精英能动性,提高组织成员对农村集体经济的参与积极性并促成集体行动,最终实现村社赋权。因此,需持续深化农村集体产权制度改革,注重对农村资源的开发利用,同时协调好各方利益,推动新型农村集体经济实现高质量发展。Based on the completion of the phased tasks of rural collective property rights reform,empowerment practices can offer feasible solutions for the neo-endogenous development of new rural collective economy.This paper,drawing on the development practices of China's new rural collective economy,conducts a comparative study of multiple cases in Nongke Village,Jinning Village,and Zhanqi Village in Chengdu City.Based on empowerment theory,the neo-endogenous development path of China's rural collective economy was explored from three aspects:individual empowerment,organizational empowerment,and community empowerment.Firstly,strengthening member relationship networks within the village domain enhances the alignment of individual members with the goals of the collective economy,thus promoting individual empowerment.Secondly,the effective linkage of natural resources and socio-economic resources fosters high-quality development of rural collective economy,driving organizational empowerment.Thirdly,mobilizing the initiative of elites enhances the active participation of organizational members in the rural collective economy and facilitate collective action to achieve community empowerment.Therefore,it is necessary to continue deepening the property rights reform,emphasize the development and utilization of rural resources,and effectively balance various interests to promote high-quality development of the new rural collective economy.
