公立医院政府采购预算管理优化策略研究

摘　　要：政府采购预算管理是公立医院全面预算管理体系的重要组成部分,目前存在制度不够完善、预算编制困难、执行进度缓慢等主要问题。建议公立医院定期更新完善政府采购预算管理制度,将采购需求制定与预算编制融合,强化预算编审的责任意识,提高预算审核质量,明确预算执行各部门的职责,加强监督和绩效评价体系建设,搭建一体化信息平台,实现政府采购与预算管理的有效融合,为公立医院实现高质量发展赋能。Government procurement budget management is an important part of the comprehensive budget management system of public hospitals,and currently there are major problems such as insufficient system,difficult budgeting,and slow implementation.It is recommended that public hospitals should regularly update and improve the budget management system of government procurement,integrate the formulation of procurement requirements with budgeting,strengthen the sense of responsibility for budget preparation and review,improve the quality of budget audit,clarify the responsibilities of various budget implementation departments,strengthen the supervision and performance evaluation system,and build an integrated information platform,so as to realize the effective integration of government procurement and budget management and empower public hospitals to achieve high-quality development.
